U.S. Government’s Sanctions Against Palestinian Human Rights Organizations Are Indefensible

Accountability Counsel condemns the U.S. Government’s decision to sanction three leading human rights groups in Palestine: Al-Haq, Al-Mezan, and the Palestinian Centre for Human Rights (PCHR).

The decision is purportedly based on the three groups’ request to the International Criminal Court (ICC) in November 2023 to investigate Israel’s siege of Gaza, including air strikes in densely populated civilian areas and displacement of the population. In other words, the U.S. Government is punishing human rights defenders for seeking redress through a legitimate justice forum.

The U.S. Government has no place imposing sanctions on people and organizations carrying out legitimate work to safeguard human rights and seek justice. Seeking accountability is not a crime.

Palestinians living in Gaza have documented abuses and crimes perpetuated by the Israeli government for years. Evidence of genocide has since been acknowledged and condemned by international human rights bodies and scholars. In November 2024, the ICC issued arrest warrants for Israeli officials Benjamin Netanyahu and Yoav Gallant for crimes against humanity and war crimes.

The decision to impose sanctions on Al-Haq, Al-Mezan, and PCHR is the latest in a long series of attempts to silence and punish Palestinian voices and those advocating for their human rights. This includes earlier U.S. sanctions on Addameer and UN Special Rapporteur Francesca Albanese, as well as deadly Israeli attacks on human rights advocates and their families, Palestinian journalists, and so many others.

This is one of many examples of the U.S. Government punishing those whose views and actions it disagrees with. This decision sets a dangerous precedent for human rights and environmental defenders everywhere and risks weakening access to justice globally. In the words of Al-Haq, Al-Mezan, and PCHR: “The implications go beyond Palestine: by protecting Israel from accountability, [the U.S. Government is] dismantling the international legal order and undermining the possibility of justice for victims of grave crimes anywhere.”
