The World Bank Group’s Independent Evaluation Group (IEG) has published a study on the implementation of IFC’s Sustainability Framework (SF), following civil society calls for an external evaluation to inform the current SF review process.

IEG’s findings and recommendations support several longstanding demands from CSOs working with communities affected by IFC projects, including for IFC to increase transparency and access to information, strengthen social safeguards, incentivize staff to identify and respond to project-related harm, and develop robust institutional learning systems.

Notably, the evaluation found that IFC’s independent accountability mechanism, the Compliance Advisor Ombudsman (CAO), plays a critical role both in highlighting implementation shortcomings and in driving institutional learning. IEG found that changes in IFC’s internal guidance and operational practice frequently followed specific CAO cases, rather than resulting from systematic learning processes.

Although this finding underscores IFC’s need for built-in learning systems that don’t depend on communities being harmed and filing a complaint, it also affirms that the CAO is a critical source of learning for the World Bank Group. As the institution integrates the CAO with its public sector accountability mechanisms, the Inspection Panel and the Dispute Resolution Service, it must ensure that the new mechanism retains the best practices from each. This includes preserving, and building on, the CAO’s strong policies on accessibility, monitoring, and remedy.
